Phase I and Phase II Environmental Site Assessment and Remediation

Overview

Environmental site assessments and environmental audits have become a standard feature of many property transactions and brownfield programs. Performed by teams of qualified engineers our environmental audits identify current and historical environmental liabilities for property owners, buyers, and lending institutions. Site assessments are conducted in accordance with ASTM Standard Practices and US EPA's Standards and Practices for All Appropriate Inquiries [AAI (40 CFR Part 312; November 1, 2005)]. We also assist our clients in the redevelopment of brownfield sites. Due diligence-related services provided by Whittemore and Haigh Engineering, Inc. include the following:

  • Brownfields assessments
  • Compliance audits
  • Future use evaluations and risk management

Featured Project

Whittemore and Haigh Engineering, Inc. was contracted to conduct a Phase I Environmental Site Assessment (ESA) on a historic industrial site. The ESA was conducted according to ASTM standard practices for Environmental Assessments. The facility most recently was utilized as a warehousing site. Historic use of the property consisted of a boiler manufacturer and a tool manufacturer.

The Phase I and Phase 2 site investigations revealed the historic presence of underground storage tanks on the property, the presence of historic fill material placed on site, and the presence of soil and groundwater contamination at various hot spots located across the property resulting from industrial operations. Contaminants of concern at the site that exceeded the Pennsylvania Act 2 Statewide Health Standards prior to remediation consisted of Vinyl Chloride, Methylene Chloride, Acrolein, Acrylonitrile, Trichloroethylene, Tetrachloroethylene, 1,1,2,2 Tetrachloroethane, N-Nitrosodimethylamine, Bis(2-chloroethyl) Ether, Hexachloroethane, N- nitroso-di-n-propylamine, 2,4-Dichlorophenol, 2,4-Dinitrophenol, 2,4-Dinitrotoluene, 4-Nitrophenol, 1,2-Diphenyl hydrazine, Pentachlorophenol, Benzidine, Lead, Selenium, Arsenic, and Iron.

Whittemore and Haigh Engineering, Inc. remediated both soil and groundwater on the property to a combination of the Pennsylvania Department of Environmental Protection Act-2 Statewide Health and Site Specific Standards.  Whittemore and Haigh Engineering, Inc. was responsible for all assessments, site characterizations, remediation, regulatory permitting on both the county and state levels, and compliance reporting.

The site characterization and remediation has been approved by the Pennsylvania Department of Environmental Protection. The site has been revitalized and has been redeveloped by a local large processing and distribution company.
