Overview
Whittemore and Haigh Engineering Inc. has provided design and engineering services, including preparation of bidding and construction documents, construction administration and observation services for local and state government agencies and school districts. We are familiar with federal, state, and local bidding and contract requirements and procedures. Projects have included parking structure rehabilitation, building renovation, salt storage buildings, box culvert bridges, bleacher inspection and rehabilitation, assessments and investigations, and feasibility studies.

Corning Intown District Management Association, Corning, NY
Gregory Moser, PE, served as Project Manager and lead structural engineer for six years for the open end agreement with this public agency charged with maintaining the public ways of the Gaffer District within the City of Corning and also operating and maintaining the Centerway Parking Facility. As Project Manager, Gregory was the main client contact for providing engineering services and assisted the client with planning and implementing major maintenance projects. Projects performed during the open end agreement consisted of assessments of the condition of the facilities, engineering design and preparation of construction documents for maintenance projects, bidding services, and construction administration of the work.
Holiday Lighting: Gregory Moser PE managed and was lead structural engineer for the design of anchor points to support cables strung across Market Street in the downtown district of the city for the purposes of hanging holiday decorations from the cables. The anchor points consisted of eye bolts and plates which are anchored into the brick walls of the buildings downtown. Since the anchor points were installed in November it was critical to select an anchoring system which would withstand the high tension loads imposed on the anchor points yet be capable of being installed during sub-freezing temperatures.
Structural Assessment and Repairs of Corroded Structural Steel: Gregory Moser, PE managed and was lead structural engineer for this project which consisted of performing a visual and non-destructive testing of severely corroded steel framing within the Centerway Parking Facility to determine the extent of the deterioration. The testing included measurement of steel thicknesses using an ultrasonic measuring device and hammer sounding to determine extent of delamination of the members. Findings of the assessment was then presented in the form of a report outlining areas requiring repair, recommended method of repair and recommended priority of the repairs. Bidding documents were later prepared to obtain bids to perform the necessary repairs to the structural steel framing and also blast clean and repaint portions of the steel framing.
Expansion Joint Replacement and Crack Repairs: Gregory Moser, PE managed and was lead structural engineer for this project which consisted of surveying the extent of cracking in the concrete parking decks of the Centerway Parking Facility and providing bidding documents for the preparation and sealing of the previously repaired cracks and also new cracks. In addition to sealing of cracks the center expansion joint on each of the decks was deteriorated to the point of requiring replacing. A new joint system was selected and also installed. Other miscellaneous work was also performed to properly channel runoff into the draining system of the parking structure. Services provided included preparation of plans, bidding, and construction administration services during the repair work.
Re-sealing of the parking decks: Gregory Moser, PE managed the development of plans, bidding documents and providing construction administration services for the preparation and re-sealing of the concrete parking decks of the parking facility. The surface was prepared using a shot blast machine and resealed with a silane sealer.
Renovation of the Southeast Stair Tower: All the stair towers within the parking facility are in some state of deterioration from water and also salt corrosion. The southeast stair tower had the most severe deterioration. Documentation of the stair tower and extent of deterioration was performed and plans and bidding documents prepared to completely replace the metal stair pans and concrete infill. The structural steel framing and stringers were blast cleaned and repainted. The concrete landings were also resurfaced. Gregory Moser PE managed and was lead structural engineer for the engineering services consisting of developing plans, bidding documents, and construction administration services during construction.
Annual Inspection of the Parking Facility and Sidewalks: Gregory Moser, PE developed an annual inspection program for inspection of the parking facility and inspection of the brick sidewalks within the Gaffer District.
Sidewalk Repairs: Gregory Moser, PE managed this project which consisted of the development of plans, bidding documents, and construction administration services to perform repairs to the brick sidewalks within the Gaffer District. Repairs consisted of removing and resetting of brick and replacement of brick.
Jersey Shore Area School District, Jersey Shore, PA
Wastewater Treatment Plant Repairs at Salladasburg and Nippenose Elementary Schools: Gregory Moser, PE managed and was lead structural engineer for this project which consisted of an assessment of the existing conditions and design of repairs to two elementary school wastewater treatment plant facilities. The Salladasburg facility consists of three steel in-ground tanks, and the Nippenose facility consists of one larger in-ground tank housed inside a building. The assessment consisted of an inspection of the tanks and components to determine extent of deterioration, including measurement of wall thickness. Methods to repair the tanks were designed which included removal and replacement of portions of deteriorated tank plates, and removal and replacement of deteriorated piping and aerators. After all repair work was completed, the tanks were completely blast cleaned and recoated inside. At the Nippenose facility, work also involved masonry repair work of the treatment facility building, addition of a guardrail around the tank structure, and miscellaneous concrete work. Services provided included preparation of complete construction documents for the projects, including managing the bidding for the work and construction administration services during construction.
Jersey Shore Area School District, Jersey Shore, PA
High School Football Stadium Bleachers: Gregory Moser, PE managed and was lead structural engineer for the project which consisted of assessment of the high school bleachers and design of modifications to upgrade the system. The project included documenting the existing bleachers, developing plans to replace the deteriorating wood footboards with aluminum planks, providing ramps for wheelchair access and wheelchair seating areas, and bringing the bleacher system into code compliance for accessibility. In addition to the engineering plans for the bleacher system the services provided also included bidding and construction administration of the construction project.
